The Harkanian League is an association of nine nations and kingdoms of Harkania.  Its capital is the City-on-the-Flat.

In 1501, after the end of the Sevillian Occupation, the Vanguard of the City-on-the-Flat invited delegates from the other recently freed Harkanian nations to the City to discuss forming a league of nation states which would be able to repel any further Sevillan military action as well as honor the 500th anniversary of their conqueror's arrival.

All the states agreed and accepted, save the Darklands, which would not join until 60 odd years later after a long standing war of attrition.

They are domestically completely independent, but have a unified foreign policy.
